Lucas is the Executive Director for the Cook County/Grand Marais Joint Economic Development Authority.
How did you land in Cook County? What journey led you here?
When my wife, Anna, and I decided to move away from our hometown of Devils Lake, North Dakota, we took a 5,500 mile road trip around the United States to look at every place we had ever thought might be interesting or a good place to live. In the end, we narrowed our search down to the Great Lakes area because we felt that it meshed culturally with where we came from, was within a day's drive of home, had great outdoor options and activities, and would be a good place to proactively put down roots in a world where the climate is changing. Ultimately, however, we both found jobs in Bemidji, MN where we moved in 2022.
Although Bemidji was a great stepping stone, I felt that there may be more opportunity to be had for us in the Duluth area. In order to entice my wife into considering such a move, I convinced her to go on another road trip with me to see the North Shore, which - for reasons not entirely clear to me now - we decided to do in February. We took some icy cold pictures along the lake shore and even though there was not a shred of green to be seen, I felt that I could see the promise of what a gorgeous place the North Shore would be come spring. Thereafter, we returned several more times, and in the end we agreed that this could be a great place to live, work, and raise a family. Fortunately, at the start of 2026, I saw that the position of Executive Director of the Cook County/Grand Marais Joint Economic Development Authority was open and it was well aligned with my work and education experience. Ultimately, I was selected for the position and so my wife, expected first child, two dogs, and myself have begun the process of moving up here towards the North Shore and Cook County where we hope we'll need not move again for a very long time.
Do you have a favorite spot in the County where you go to unwind and relax?
Every morning after parking my car, I walk to the Grand Marais Harbor before going in to work. I walk from the EDA offices around and out to the lighthouse. It's a pleasant, crisp experience each time and the vantage from out there by the lighthouse, looking down the shore towards Sawtooth Mountains and at the town of Grand Marais with its colorful charm, I find my soul at peace and that for a moment I can connect to the spirit of this place and the people who have decided to opt in and call it home. No one ended up here, seemingly at the end of the world, by accident. They were drawn here by these mountains, trees, communities, and people. It gives me a wondrous sense of pride to have been invited to be among them.
There is beauty in every season in Cook County. What season do you enjoy the most and why?
Autumn is my favorite season. I love the colors and bounty of foods which accompany it. But, I also appreciate that Autumn is a bitter-sweet time where another good year has begun to fall away and there'll be some time yet before a new one can be born. I have always found that it's a time of reflection and looking inward upon oneself even as the outward world takes on its most brilliant hues.
As the new Executive Director for the Cook County/Grand Marais Joint Economic Development Authority, what do you consider to be the immediate highest priority for your work?
Asking "what is economic development?" will get you something like 15 different definitions by any 10 people you ask. If you asked those 10 people what their top priority is for their community's economic development, you should expect no fewer than 30 "top" priorities. However, in my experience, those 10 individuals and their 30 priorities create a mosaic picture of the community towards which they aspire. And, through understanding their ambitions and goals, one can begin to get a sense for the spirit of a place and its people. In my view, economic development is meant to channel that spirit into businesses, opportunities, projects, and infrastructure that allows the community to stay true to its values while ensuring that we can do so evermore prosperously.
To achieve that goal, my primary goal alongside upholding our pre-existing commitments as an EDA has been to get to know the people and businesses in Cook County. In the two and a half months I have been in my role, I feel that I have begun to do exactly that. Ultimately, I know that with that understanding achieved, I will be able to contribute to new initiatives which complement and harmonize with all the toil and striving which has been done here. In brief, my highest priority has been to ensure that I understand this place and its people deeply.
If you could turn back the clock twenty years, would there be anything different that you would have done with your life?
No. Because if I had done things differently, I could not be the man I am today with the life I have today. Maybe in another universe there's a Lucas Wakefield who is a pop idol or famous writer. But, in this universe, there is a Lucas Wakefield who is grateful for the opportunities he has been afforded and mindful of the mistakes he has made. Hopefully, this Lucas Wakefield - here and now - will grow to be the most fulfilled and content of them all.
Lastly, what is a surprising fact about you that many may not know?
In my Junior year of high school, I was selected to be one of 30 United States Senate Pages for the fall semester of 2009. This meant that I lived in Washington, DC in a special dormitory for the Pages where we took high school classes every morning starting at 6AM until 9AM when we rushed down to the United States Senate and began setting up the chamber for use. We'd stay there until evening when we would rush back to get our homework done before waking up early the next day to get started all over again. While it was an incredible honor to have been selected, I think the experience was stimulating and challenging enough that it required me to grow into a more resilient person than I had been. Not to mention that listening to the debates between senators on the Affordable Care Act caused me to decide to major in healthcare policy (a degree I have never used) and attend Georgetown University because I so enjoyed Washington, DC.
