Arrowhead Regional Development Commission seeks community input for 2027–2031 regional plan

The Arrowhead Regional Development Commission (ARDC) is hosting a series of community engagement sessions to inform the development of the 2027–2031 Comprehensive Economic Development Strategy (CEDS). These meetings offer an opportunity for local community members and leaders to share their perspectives on the regional investment priorities that will guide our area over the next five years.

Since the late 1960s, the ARDC has served as a planning and development organization for the seven counties of Northeast Minnesota, including Cook County. Its mission is to help local governments and citizen groups work together to identify community needs, solve regional problems, and foster local leadership.

The ARDC serves as our region's federally designated Economic Development District, meaning the ARDC acts as a bridge between our local communities and federal resources. By maintaining a unified, data-driven plan for regional growth through things like the CEDS, the ARDC ensures our area remains eligible for federal grants and technical assistance to support infrastructure and economic development. 

The CEDS uses regional data, including labor market trends, demographics, and more, to identify shared goals across counties. By identifying the area's strengths and identifying systemic barriers, the CEDS helps the region operate as "one" when seeking support for local projects.

Community Sessions

The community engagement sessions are designed to be interactive and conversational. Each meeting is scheduled to last approximately two hours. According to Josh Bergstad from the ARDC, the first 15–20 minutes will feature a presentation on key economic indicators currently affecting Northeast Minnesota. Following the presentation, a facilitator will lead a discussion where attendees can share their views on regional topics. "Participants are asked to share their perspectives on county/regional strengths, challenges, opportunities, and risks," he said. 

While the focus is on economic strategy, these conversations often touch on essential community pillars like infrastructure, housing, and general quality of life, Bergstad added. 

Information gathered at these meetings will be organized into common themes to help shape the 2027-2031 CEDS for the seven counties of NE Minnesota. Bergstad said that if additional input is needed after the sessions, the ARDC may also conduct a survey later this year.

Two sessions have been scheduled for the Cook County and Grand Portage areas:

  • Grand Portage Session (This session is specifically for members and leaders of the Grand Portage Band of Lake Superior Chippewa): Monday, April 6, 2:00 p.m. – 4:00 p.m. at the Grand Portage Casino and Event Center
  • Cook County Public Meeting (This meeting is open to the public; snacks and refreshments will be provided): April 7, 10:00 a.m. – 12:00 p.m at the Grand Marais City Council Chambers
