Pigeon River Cross Border Exercise Success

On Wednesday, October 8, 2025, Cook County and Grand Portage Emergency Management, in conjunction with the Pigeon River International Emergency Management Committee and Canadian partners, conducted a cross-border exercise on the Pigeon River. Search and Rescue Operations were tested with a ground search and the use of drones. The Minnesota Air Rescue Team was also called in to assist using a Minnesota State Patrol Helicopter. The exercise also allowed successful testing of interoperable communications across the border. The exercise boasted over 50 participants, with some lessons learned and some great and positive takeaways.
