Video: One in custody, fire put out after standoff in Superior

An hours-long standoff at a Superior residence ended with a fire late Thursday morning.

A WDIO News reporter on the scene, in the 1900 block of Banks Avenue, saw a woman jump out of a window as smoke billowed from the home.

Police said one person is in custody, and the fire has been put out.

"I thought it was going to end up worse than it did. She ended up jumping out the window, which was not good to see," said Merrill Gerding, who lives across the street.

According to police, this started with a neighbor dispute around 6:30 a.m. The statement from them said that the upstairs tenant had allegedly threatened the downstairs tenant with a knife and hammer, and then threatened to "blow the duplex up."

The Emergency Response Team, including crisis negotiators, responded.  Just before noon, there were several loud bangs. And then the smoke started pouring out of an upstairs window.

Police clarified that they deployed seven non-burning chemical irritant rounds into the apartment, but those do not generate heat or flame.

Earlier, police had been using a megaphone to ask a person to come out of the house, saying, "no one's mad at you." Authorities have worn gas masks and other gear at times during the incident.

Superior Police reported earlier Thursday morning that they had responded to a report of a disturbance. When police arrived, they determined additional support would be neccessary to deescalate the situation. 

The Douglas County Sheriff's Office and members of the UW Public Safety Department were called in to take over the crime, and the Wisconsin department of Criminal Investigation was called to the scene to investigate the origin of the fire.
