Engineering Services - Two Island River Bridge
Krysten Foster, Highway Engineer, requested authorization to hire Erickson Engineering for design and permitting services for the replacement of Bridge 92665 on CSAH 1 over Two Island River. The estimated cost of this contract is $55,255.00, and both design and construction engineering expenses are eligible for State-Aid Reimbursement. If further design details warrant a bridge crossing Two Island River instead of replacing this culvert, the design and construction contract is estimated to increase to $104,237.00. The motion was made and carried.
Cook County Transportation Plan
Krysten Foster, Highway Engineer, requested authorization to hire the Arrowhead Regional Development Commission (ARDC) to develop a 20-year Cook County Transportation Plan. The current five-year plan is ending and a longer plan would benefit the County. The cost for this service is $29,821.00. Motion was made and carried with a 4-1 vote.
Review of 2018 Liquid Calcium Chloride Budget
Krysten Foster, Highway Engineer, reviewed the 2018 Liquid Calcium Chloride budget for the County Board.
Superior Cycling Association(SCA) Cooperative Agreement/Legacy Amendment
Lisa Kerr, Land Commissioner, requested a motion to amend the scope of the Tofte to Lutsen Connector Mountain Bike Trail Legacy Grant to reduce trail miles to be built to 7.3 miles from the original 15.9 miles, due to increased costs. Motion was made and carried.
Cooperative Project Management Services Agreement/Superior Cycling Association (SCA)
Execution of a Cooperative Project Management Services Agreement with the SCA for the Tofte to Lutsen Connector Mountain Bike Trail was requested. This agreement is to make sure that proper procedures are followed and project is delivered as planned. Motion was made and carried. approve.
Restorative Justice Overview
County Attorney Molly Hicken and Inger Andress gave an overview of the Restorative Justice program. This program will run through the County Attorney’s Office to address harm after crime occurs and how both formal and informal process can be used to mend relationships and repair harm caused by wrongdoing or crime for both adults and juveniles. There will be a training on Sept. 7-8 at Cook County Higher Ed in Grand Marais. Commissioner Bursheim was appointed to this the Restorative Justice Committee with Commissioner Storlie as the alternate.
Radio Communication 2nd Quarter Update
Rena Rogers, IS & Communications Director, and Rowan Watkins, Radio Communications Analyst provided a summary of tower- and radio communications-related activity over the last several months.
Subordinate Hedstrom Loan
Auditor-Treasurer Braidy Powers requested to subordinate the County’s revolving loan with Hedstrom Lumber to a loan between Hedstrom Lumber and Lake Bank of Two Harbors in the amount of $500,000. Motion was made and carried authorizing the Board Chair and County auditor to execute the agreement.
General Fund Quarterly Budget Report
A motion was made and carried to accept the first quarter 2018 General Fund Budget as actual report.
Public Meeting to Classify Forfeit Lands
Sept 11, 2018, at 9 am, during the regular County Board Meeting was set as a date for a public meeting to classify tax-forfeited land not sold or released from trust. Motion was made and carried.
Icompass Agenda Management
County Administrator Jeff Cadwell gave an overview of the benefits of using Icompass Agenda Management. The tool would be used by employees and committees that have agendas and minutes that are publicly available, and improving access and efficiency. The cost for the Manager Pro version is $3,850 per year, and Board Manager is $1,500 per year. Motion was made and carried with a 4-1 vote.
August Meeting Schedule
The Primary Election is scheduled for Aug. 14, so the regular Board Meeting also on Aug 14, will be moved to the ITV room in the Courthouse. The Human Services Board will meet on Aug. 28, instead of the usual third Wednesday of Aug. 21.
Commissioners talked about the need for a list of County buildings to get them on a maintenance plan.
Commissioner Bursheim spoke about the meeting of the Northern County Land Use Board last Friday. The Payment In Lieu of Taxes (PILT) payment was discussed. Powers added information about the PILT payment.
AMC Fall Policy Conference in on Sept. 12-14, in Alexandria, MN.
This Thursday, July 12, there is a meeting regarding the Fall River Bridge and there may be a quorum of Commissioners attending.
There is a County Opioid Summit being held on Sept 12, in Alexandria.
Commissioner Doo Kirk acknowledged employees celebrating their work anniversaries during the month of July.
