Minutes of the Ski Hill Consensus Committee 5/11/2000
Attending: Annie Debevec, Cathi Williams, Vicki Wenz, Amy Wilfahrt,
George Wilkes, Ulysses Awsumb (for Gordon Awsumb), Bob Fenwick,
Philis
Anderson. Bill Hansen - facilitator.
Absent: Kevin Bader, Stephan Hoglund
Meeting convened at 7:05 PM at the conference room of the Arrowhead
Center For the Arts.
The minutes from the meeting of 4/19/2000 were reviewed and accepted
by
consensus.
Bill Hansen gave a quick review of the consensus process for
those who
were absent at the last meeting.
Discussion on the wording of consensus agreements. Bill will
record
agreements and bring back at the following meeting to be checked
for
accuracy.
Reports were made on information gathered by committee members.
Bob Fenwick presented a brief history of ownership and deed restrictions
on the county portions of the property. He also presented a
map of the
property and its surroundings.
Amy Wilfahrt presented materials on the native plants of Minnesota
and a
paper on the patterned fens (a fen is a type of wetland) found
on the
property.
Annie Debevec presented an analysis of the hydrology and hydraulics
of
the Grand Marais diversion, completed in 1992 and inventory and
evaluation of storm runoff damage from 1996 and 1999.
Vicki contacted Russell Good and he agreed to provide the committee
with
information regarding sewer and water issues, given a couple
of weeks
notice.
Pending information needs included:
A presentation from Cook County Asessor Ted Mershon on tax policy
and
ramifications. Bill will contact Ted.
Survey data collected previously by the city of Grand Marais.
- Ulysses
and/or Philis will bring to the next meeting.
A map of Minnesota Scientific and Natural Areas in Cook County
(Bill),
map of research areas, both existing and proposed, from the Forest
Service (Amy).
EDA's map of the property (Bill).
The EDA's Request For Proposal (Ulysses).
EDA enabling documents (Andrea Peterson?).
Karen Blackburn's history of the property. (Amy or Sue)
Discussion on the idea of a new survey of public opinion. Budget
concerns and a need for objectivity were raised.
The list of interests and concerns was reviewed and clarified.
Consensus
was reached that each committee member would roughly group the
concerns
and interests into categories before the next meeting. (See list
of
interests and concerns below.) Some initial categories include:
Hydrology (with a sub catefory of comprehensive local water plan);
Water;
Effects of development.
Consensus was reached on the next meeting to begin with a hike
of the
property led by Lloyd Scherer on Tuesday, 5/30. Meet at Annie
Debevec's
house at 5 PM and bring food for a picnic along the way. The
hike is
fairly steep and may be muddy.
The regular meeting is scheduled for 7 PM at the Arrowhead Center
for the
Arts on the same day.
Bill Hansen will keep a master file of documents which he will
bring to
each meeting.
