Indentified Interests and Concerns
This is a raw list of the concerns and interests indentified by people attending a public meeting at the Arrowhead Center For the Arts in Grand Marais on March 13th, 2000.
Participants at the meeting grouped themselves by similar interests and each group selected a person to continue as a member of the consensus committee. In this way, all the interests and concerns are represented.
20 - 40 acres intensive development on lower 1/3 of property
Development done how community wants it.
Associated costs: Law enforcement, school expansion, lighting,
street maintenance.
City plat maps were done without survey.
Is there a deadline for a decision?
Maintain area undisturbed for educational purpose.
Define visual areas and steep slopes.
Change "no growth" leadership philosophy to sustain
economic stability.
Use business development area.
More appropriate areas are available for development.
Protect wetlands.
What are effects on hydrology?
Is Request For Proposal still viable?
Identify buildable/non-buildable designation.
Consider comprhensive local water plan (drainage/flooding issues).
No new roads on hillside.
Consult existing studies re:tax base vs new costs.
Create affordable, sustainable, low impact housing, with possible
state funding.
Protect wildlife populations.
Maintain ski hill road as quiet, residential lane.
Preserve north boundary of town.
Prevent sprawl.
Keep development contiguous with existing development.
Protect diversity of resident/seasonal mix.
Careful environmental impact research, especially hydrology.
Retain natural vegetation - no lawns.
Use local labor.
Development more for community - less for tourists.
Leave it as is - can't improve on marvelous ecological features.
Investigate plans for private lands to the west in order to avoid
two large developments.
Preserve patterned fen, lowlands and rare plants.
Avoid erosion.
Establish an International Moose Center
No more towers.
Place land under conservation easement.
Handicapped nature trails.
Don't want a lot of building in back yard.
Protect unique bird nesting site.
Don't create low paying jobs.
All rock.
Sell lots on north end for townhomes and condos.
Proper development to supplement tax base.
Put Grand Marais on the map.
Doing nothing is not an option.

Look at Awsumb plan.
Growth is currently uncontrolled and
Study feasibility of ecological center.
Study operation and finances of Wolf Center.
Study costs, savings, economy of scale and available subsidies
of connecting to city infrastructures.
Sewer plant has capacity for 500 more homes.
Don't allow commercialism.
Hard to recover what once was.
Do complete cost/benefit analysis.
Explore potential for harm.
Protect quality of life.
Leave undeveloped, but keep future options open.
Preserve unique character.
No motorized traffic.
Don't serve special economic interests.
Appearance of land should not detract from beauty. Asthetics important.
Green space beneficial to all.
Currently embelishes and promotes Grand Marais.
Minimal development - i.e. non-motorized trails.
Desirable to have large open space near population center.
Tastefully done multi unit affordable housing.
Housing targeted to all economic groups.
Infrastructure is relatively cheap.
Avoid light pollution, limit street lights, intensity and height.
Institute of Sustainability - Model facility i.e. Eco-lodge, new
and better way of doing things.
Can't stop growth so how do you channel it?
Originally platted for city streets on lower part of property.
Lots of provate land available, no need to develop public land.
Contact Lance Stricka of Dept. of Revenue regarding time line.
Logging museum.
Saving of approx. $400/year on average for sewer/water service
for current Grand Marais residents.
IRRRB funds may be available to connect housing to city water/sewer
up to 2 million dollars.
Cluster development to increase tax base and contain development
on small percentage of land.
Are there other city and/or county properties available for development?
Look at original studies that have already been done - Cook County
Comprehensive Land Use Plan.
Limit growth in Cook County?
Use property to channel growth the way community wants.
Trade for state or federal land elsewhere.
Are ther state funds available?
Consider as two different areas: upper and lower - different development
appropriate for each.
Define and quantify "affordable housing."
Study impact of towers on birds.
Community college, Seagrant center or other educational facility.
Observatory.
Will county board be patient and await community opinion?
Planned community combining all ideas.
Restore original historic chalet.
Is development economically feasible within constraint of minimal
visual change?
Obtain computer mockup of any proposed changes.

Money is not everything.
Should benefit all Grand Marais and Cook County residents equally.
Assure environmental integrity.
Property taxes are not too high now.

Eplore ways to generate income without destroying reason we live
here.
Traffic safety i.e. horse riders and pedestrians on Old Ski Hill
Road.
Use minimum regret decision making criteria.
Nature conservatory.
Don't scar land.
Championship golf course overlooking lake.
Snowboard park on south side.
Keep economy growing.
Supplement tax base to help schools.
Year around tourism attraction to lure tourists past Lutsen.
Sell 10 acre lots to current community members.
Zoning restrictions on maximum sqare footage of homes.
Windmill power.
Watershed management plan should be complete before decision is
made.
Study ariel photos with overlays owned by EDA.
No joint powers agreement between city and county. Is agreement
moot?
