The Duluth Police Department SCAN Unit and U.S. Marshal’s Office conducted compliance checks on Predatory Offenders in Duluth.
Offenders who are convicted of crimes such as murder, criminal sexual conduct, indecent exposure, soliciting a minor to engage in sexual conduct, possession of child pornography, and kidnapping are required to register in Minnesota.
Offenders who do not follow the registration requirements are deemed ‘non-compliant’ and may be prosecuted for the felony crime of failure to register as a predatory offender.
Of the 309 registered offenders in Duluth, 34 were found to be non-compliant with one Level-Three offender, indicating a high likelihood to re-offend.
The Minnesota predatory offender registry was established in 1991.
