Duluth Police: Officer's actions contrary to policy in shooting

The Duluth Police Department says an administrative review has concluded that an officer's actions were contrary to department policies when he shot through a closed door earlier this year, injuring a man on the other side.

The incident happened on Sept. 12 at a downtown apartment building. Police say Officer Tyler Leibfried was investigating an alleged incident of domestic violence when he heard what he believed to be gunshots and fired through a closed door. A man on the other side of the door, Jared Fyle, was injured in his shoulder.

In a news release issued late Wednesday afternoon, the department said it has completed its administrative review of the incident after examining an investigation conducted by the Minnesota Bureau of Criminal Apprehension and a criminal complaint filed by the St. Louis County Attorney’s Office.

"We believe that Officer Leibfried’s actions were contrary to Duluth Police Department policies and training guiding use of force," the department said in the news release.

The department said Leibfried is off duty indefinitely. Both the department and Noah Schuchman, the city's Chief Administrative Officer, said state law prevents them from releasing additional information at this time.

"I am aware of the process to review the incident involving Mr. Leibfried and support the Duluth Police Department’s efforts to address it as appropriate," Schuchman said in a prepared statement.

The police department's announcement came hours after Leibfried made his initial court appearance to face two felony charges, for intentional discharge of a firearm that endangers safety and reckless discharge of a firearm within a municipality. He is not in custody with no bail, bond, or conditions required.
